It's not important and irrelevant. Every single page online has different content, different users and a different purpose all with users spending different amounts of time on those pages. Spending more time reading a page because its poorly laid out, confusing or because the author is a retard and horrible writer, does not make that page a better search result for the phrases it may rank for.
Google is not tracking every known content type in the universe, each page with that content type and then measuring those pages against each other with respect to how long users stay on those pages. Further, how does Google know the bounce rate for a page? It means you have be using analytics.. .hence anyone not using analytics is punished. Thats not how Google works.
Google wants a few things and anything they say is to achieve those ends and then its poorly misunderstood. No link trades, buying links or affecting PR with links. Produce better content that users want. Since Google has launched in 98, every update was the end of the world and the beginning of 100 new myths that lemmings treat as gospel. Overall, very little has changed. Back links, page titles, anchor text etc etc etc still rule today as they did in 2000.
