You could say that minority groups are getting stronger financially and they won't need welfare at the same rate per capita in the future. That's an assumption that some believe and others do not. Mexicans seem to be moving forward. First and second generation Mexican-Americans will likely always need welfare, but the third generation ones are getting an education and decent jobs. The black communities still generally not value even a high school diploma, so don't expect any improvements there.
