It seems most of your competitors are membership sites, showing only partial reviews to the public, and requiring you to pay for the details. Have you tried this business model?
Also, it seems to me that 90% of your traffic is going to be looking the link to their hometown, so why not make your start page a list of cities (like craigslist) rather than just a welcome message? It took me a minute to figure out how to navigate.
