Nuevo Laredo is definitely not safe anymore, but oddly enough it's not from the cartels, it's from the cops. I went there over a year ago and got the shake down 5 minutes after I crossed. I heard not too long ago the entire police force was fired and the military took over, but I haven't been back since...

I do remember that but can't remember if that was Del Rio or not, and for some reason I can't find it in Google. If I remember the story correctly the husband was shot because the cartels mistook him for a rival smuggler. Del Rio is a huge fishing town though with Lake Amistad...
