The 'nuke' and the terrorist could have been tied to any country. It would have been an excuse to go after whoever and whatever they wanted.

That's just one of a dozen scenarios I can think of just sitting here that would have done the same job but with much less damage and less risk of being discovered.

If I can think of them then I am damn sure that a bunch of war mongers in the Pentagon could have.
