If you block non-Verified US billing addresses and make sure you label your products as software, you will win 99% of all complaints by simply forcing them to be upgraded to claims and explaining to PayPal that its intangible goods in the description section of the claim.
As long as your account is in good standing with them, they nearly always support you.
