It actually depends on the resource utilization of the website, for example, if a website is consuming too much resources then due to one user the complete server will suffer, so we have to limit the number off websites.
We could also have oversold like many others in the industry, but that would again cause trouble for the website owners, as their sites will load in much more than than usual.
