There is a method that many pirates use to monetize stolen content while using the bandwidth of the big tubes.
They set up scraper sites that only fetch their own uploads, they place ads all over the sites and have a site full of stolen videos which are hosted by the big tubes. They embed all the videos.
Sometimes they also add download links and banners to file lockers to give the surfer the impression they can download all these movies from file lockers.
I know it's easy to always blame the tube, but these sites exist in huge quantities, you can see them being bought and sold on Digital Point and WJunction.
