I see she hit the dog a couple times and she is out of control screaming. Those are both bad but there is no permanent damage to the dog. It's not like she kept kicking the dog, she hung him from a noose, burnt him with a lighter, etc These are animals and they often are going to resist a bit with strangers. Perhaps even bite and scratch. It's not an easy job and you're probably going to have to use some degree of force at times. I'm not sure what happened with the vacuum. I couldn't see it. Could she have used the vacuum just to scare the dog out of the cage? I wouldn't want my dog treated like that but under some circumstances when dealing with strange dogs I can understand getting angry or even hitting a larger dog a bit moderately (not striking hard but lightly or moderately - especially if they are biting). Not every dog is like foo-foo your toy dog. I'm sure they get all kinds in there.

In the cop one it looks like the lady is resisting a bit and is definitely yelling who knows what at them. Again it's bad but not horrible. They drag her on the floor a bit to move her. I've seen much worse with people not resisting or even yelling being sent to the hospital by two police hitting them with batons and punching them in the face repeatedly. This is pretty mild in comparison. Yes it would be bad if she was cooperating or if she wasn't verbally abusing them. But the video suggests otherwise by her body language.
