Hiring PHP / forum (phpbb?) expert ...

Hi, let me begin by telling everyone what they'll ultimately want to know. My budget for the following project is $300, which can be stretched to $350-400 (d.o.e.) maximum. There are 2 reasons for this: 1) This is all I can afford 2) I have 2 candidates right now in that price range for this exact job, but I'd like to have a couple more options before I make a final decision.

- Upon request, I have screenshots available from an expired site that I'm essentially trying to clone. This is what I'll need:

Part 1. Install a standard forum / message board (phpbb, simple machines, mybb, etc.):

This is likely the easy part. I am not looking for any special features, but I do wish to implement a good spam control system.

Part 2. Create User-Submitted Pictures page:

Example screenshots are available to show how this page should appear. At the top we would have a few sets of Category / Filter buttons (i.e. Sort by: Rating, Newest, Oldest, etc) and then categories (Blonde, Brunette, Young, Old, etc). Under the category/filter buttons, there will be image thumbnails. Under each image thumbnail, a clickable link to the profile of the member that uploaded the picture will be displayed and a rating for the image (i.e. 3.7 out of 5). When a picture thumbnail is clicked, it will display on a page created to display pictures (not simply opening the jpeg image).

Part 3. Create User-Submitted Videos page:

Same guidelines from #2 apply here, except these will be videos. When the video thumbnail is clicked, the video will play on a page. JW Player can be used here and is also preferred.

Part 4. User Registration (IMPORTANT):

Visitors have the option to Register from home page via Registration link. When user is logged in, they should have access to ALL 3 sections of the site: Forum, Pictures section, Videos section. If visitor is is not logged in to the site (Guest), they can only view the message board (not post), and they can only view thumbnails in the Pictures / Videos section, but if they attempt to open a picture or video, they will be redirected to Login / Registration page.

Part 5. Layout and theme

Should be uniform and consistent for the most part, but there can be some variation too. I'm only asking that the forum and pics/video sections should not look like they are two completely different websites.
