Yeah, I was thinking of maybe splitting the uprights on the issue that perhaps something like only blue members who have tipped above an xxx.xx amount to that model can be a mod via the systems permission settings.
I think it would bell curve the type of mod you get for the most part. Not a perfect solution by any means, but I think it would work better than whats in place.
