Codecs such as MPEG compression works by copying previous frames, so reducing file sizes. Only the moving areas are updated on a frame by frame basis. As the plane was moving and the building was not, it took a frame or so to catch up, so it appeared that the building was in front of the plane.
Anybody with the most rudimentary knowledge of digital video would know this.
