My bank is doing the same. I also had credit card fraudulent charges from Target 5 years ago. Target has lax security with credit cards from my experiences. The TJ Max hack a few years ago was more that twice the size of a breech.
Banks and credit card processors are naive to consider Internet sales such a greater risk than swipe thru transactions. Really, rarely does anyone ask for ID with a credit card purchase made in person ...
This is one reason I keep a separate debit card linked to a bank account that I keep less than $1.5K in just to limit my exposure to fraud on swipe thru and Internet transactions.
