You will need to register, then apply for prior permission and a live license. You will need to demonstrate a thorough knowledge of the pertinent regs, and you will need about £20k for the licenses and bonds.
Then you can start thinking about hardware, software, recruitment etc.
Much like a cam site you will need significant traffic to reach a point where your operators have sufficient earning potential to keep them interested.
