Identify which sites have traffic that will convert your sites, and do whatever you can to get ads on them. Track everything religiously, from the site to the banner to the lander to the sale. Stop what isn't profitable and repeat what is. This is possible on a small budget, contact site owners directly, try juicyads, etc.

Be prepared to spend $5000 to make $5500.
