They don't care about your phone being stolen, they want to be able to have ��complete�� control of your phone if they need to without having to worry about carrier interferences. This is a Trojan horse being introduced to you as a care package. There's software that people can buy if they really want to get their phone back. You can also report it stolen to your carrier. Of course we know the gov has complete access to our phones, but it's a lot easier if you have local police departments empowered to do these small things. Either that or the police sincerely have a deep care about your phone being stolen. They care so much that they want it installed and you opted in whether you want to or not. Aww.. so sweet.
