Google is not perfect as far as search results, I think. Their algorithm is based on number and quality of backlinks (among other factors), and smaller sites have no chance of competing with the big ones (linking hubs) even though they are more relevant etc.
I heard they were suppose to change that, but I am not sure. You will be always getting a lot of most popular xxx sites for xxx keywords on the first page. You can try advanced search operators too.
