While yes I think they are just Russian thugs whom were put up to the task by Moscow, we can't just call everyone a terrorist because it gives govt's too much power. If you just call anyone a terrorist then next thing you know anyone that speaks out or protests will be a terrorists.

Like it or not they fit the bill for insurgents, as they were attacking govt troops for the most part and not civilians. It was a classic armed rebellion which happened to be funded by Russia.
