I was chatting with someone the other day about buying a cheap block of land in the country 'just for the hell of it.' He mentioned that one of the hidden costs was public liability insurance. Yep, if some fucker climbs over the fence and trespasses on MY land, then steps on a rusty nail... I'm liable for it.
In Australia we're currently having a so-called "public liability crisis" ... people are becoming more quick to sue and insurance companies are raising premiums or refusing completely to insure certain operations. I heard recently about a children's horse riding camp having to close down because no one would insure him.
