I am looking for a cheap Escort Website Designer who can create a CMS software or has a prexisting CMS already pre built which is an all-in-one content management system that has features similar to this here:

I need prebuilt templates (with the ability to add more) so I can go into the CMS and create sites on the fly by just adding background images, etc.... Kinda like wix.com but obviously on a much smaller scale.
