Go buy say $500 worth of traffic on a popunder campaign. You will get 5k+ refers, at least half of those are doubtful and half of those are straight up fraud. You can see it clearly in Google Analytics too, if you use events, hell even the bounce rate and pageviews give it away.

The only way to successfully buy on Exo is to buy per site as otherwise you will simply be paying for virtual traffic that doesn't exist.
