The list of things that could make so called anonymous hosting come unstuck are endless.

use tails on tor while signing up to host. pay with bitcoin or by cash in envelope
go to different city and use public internet center. dont take your phone with you.
use tor while connecting to your server; you may mix it with vpn. use some virtual machine or better yet - other system - while connecting to your host.
and so on... not so impossible actually to be anonymous/ harder to track
