If they donīt ban for this yet, they soon will or should cause it gives absolutely no value for either the fanpage or the website and the likes are as good as fake.
+1, Tweet or Like is a sign of willingness to promote the content based on its value, you can not value something you havenīt seen yet. It is as if hotels were demanding a good review in order for the visitor to book a room or restaurants as a requirement to be able to get a table, both cases before the person even enters the establishment.

I donīt think so. There is lots of great things which are "paid" by Tweets or shares and are actually good content and/or events worth to promote (I did so few days ago for HackSummit for example) Nothing to do with low quality shares announced "You WILL NOT BELIEVE what happened to her!!!!" or "What they did to save this poor puppy was AMAZING" where you have to click million share buttons to see the stuff (which is probably mostly shared by twelve years old anyway
)
Nevertheless: it does depend on the content. But then: if the content is good, why would you need this plugin? Gets shared by itself.
