In the UK, when we owned a cam studio, we couldn't even have music playing in the back ground unless we paid music rights.

Do you mean on this particular video? If so, you tube has some option where you can submit your videos and indicate something like its Non-comercial.. and they wont bother you much about the muusic... Our Video guy knows exactly...
and regarding the live streams.. it depends.. when is broadcast to web.. There are some sites that are more flexible than others.. but the majority wont give you any issues for this..
when its broadcast to Live Tv its a whole different story.. you gotta have copyright music otherwise its a no go...
