It's not respectful. It's actually just the opposite when going by military tradition.

In our army higher ranking soldiers salute back; lower ranking salutes first and higher ranking salutes back. Unless the higher ranking sits in office chair or something like that (when you come into his office).
In battle conditions or in battle exercise there is no saluting or anything similar that would expose leaders.
I don't know about US.
