No, there was an issue 30 years ago. People were aggressively trying to prevent the problem which is preventable, from getting to this point where one of the nations largest agricultural economies didn't needlessly collapse.
California is a disaster economically - businesses have been leaving in droves for years, the film industry is collapsing and ships its business all over the world and agriculture is falling apart etc etc etc but taxes never stop going up, rules and regulations for starting a new biz never stop multiplying and the state does nothing at all to fix things.
