The teams select the footballs they want to use during the game then give them to the refs for inspection. The refs then give them back to the teams shortly before kickoff. It is during that small window of time after the inspection and before the game starts that they were deflated. You would think once the teams gave the balls to the refs they would inspect them, approve them, then keep them to make sure they weren't tampered with.
