Only in exceptional cases, when affiliates send extremely low quality traffic, they indeed can get an additional hold or get switched back to RevShare, as it is described in our Terms. This affects less than 1% of all affiliates.
And sometimes even the low quality traffic can show results after a while, so if you notice that your traffic started to show some activity don't hesitate to get in touch with Support and probably PPS campaign will be enabled again for an affiliate.
