Regional police departments around here have an unofficial vagrant exchange program. They just load'em up in a vehicle...take them for a drive to the next municipality...and drop 'em off for another department to deal with.
Just last week our City Hall security staff found a naked chick masturbating on the steps of the old courthouse across from City Hall. She mentioned to security that she'd been dropped off the night before by York Region cops. Apparently her wardrobe didn't make the trip.
And cops I've worked with have often mentioned about chronic problem vagrants that they were thinking of taking for a 'little drive'.
