No it's not. "Territory" is a synonym to "terrain/sea/air area" and can be less or more than a county or a continent. E.g. a state is a territory (e.g. Arunachal Pradesh), a country is a territory (e.g. Somalia) and a whole continent + its coastal waters is a territory too (e.g. Africa or Eurasia). E.g.:
