Your aim should be attacking as many islands as you can.

all the opponents in my visible map are > strength and such than me. I've lost all my raid attempts on all of them lately. I've maxed out on radar, i had planned on upgrading radar today, in the meantime, there are no islands to raid. each raid attempt on human beaches costs me ~3000 gold because i have to get new guys.
