This has nothing to do with fighting on US soil, but instead discusses US policy on how US troops handle civilian casualties when operating outside of the US. It specifically mentions counterterrorism and counterinsurgency operations.
This makes perfect sense. Yesterday I watched a news report about US Marines training in Reno, NV. Our military is expected to operate in urban areas with civilians - which is an impossible job.
