I think this is Brazil trying to protect their image. They don't want the world to think three US Olympic athletes were robbed at gunpoint, and it increasingly looks like the Americans turned an incident they incited into a story about being robbed at gunpoint. Brazil probably wants to make sure the air is cleared before they leave.
But it's not like they couldn't have been robbed because the place is fucking dangerous. But the swimmer's stories are falling apart. Supposedly they fucked up a public bathroom, and a security guard pointed a gun at them. They ended up paying for the damage and all of this equated to "A guy held a gun to our head and took our money".
Of course, the police could be lying also, because it's all corrupt as fuck over there.
