Lochte is kind of a dumbass but for the entire group of them to hatch a plan to make up this story seems bizarre and pointless. However adults do completely fabricate stories to get attention and innocent people end up going to prison. One thing you can ALWAYS count on are humans being dumb as a box of rocks and will say things like "Why would anyone make up such a story". Answer: They want attention, they want sympathy, they want to terrorize or slander another person or group.
