Put them in jail, look how they damaged the image of Rio / Brazil.
And how criminal the sportsman from USA are.
If it is not doping like the tour de France for years, thet want to screw people this way.
Maybe ban them for the next games. This is not how you behave in a country hat treats you as a guest.
