The reason black people vote democrat is because of the Civil Rights Act. Yes, some Democrats actually filibustered it and most of the Southern Democrats voted against it, but every single Southern Republican voted against it as well.
When the filibuster was finally broken and a new version of the bill was presented, it passed both the House and Senate and was signed by Johnson. A that time the Democrats held the House and Senate by large margins so while there were some Republicans that played a part in it, the Democrats got the credit.
Have the Democrats screwed over black people? Sure. Will the Republicans do any better by them? No. Why? Because if you live in a shit hole and you have a shitty life, the #1 person who can fix that is you. Short of sending in the police daily and sweeping the area, the government can't will people who live in ghettos to stop shooting each other over stupid shit and committing crimes. Those people have to decide they are sick of living like this and do something about it.
Trump is just trying his best to get some minority voters. He can read and do math. He saw both McCain and Romney did terribly with minority voters. If he can't get some of them to vote for him his slight chance of winning becomes no chance at winning.
