Here is the easiest way the election will be rigged. In most states, the actual election (meaning those who set up the polling locations and are in charge of handing out and counting ballots) are often either elected or appointed officials. So, if the state has a Republican governor then it is likely the person in charge of running the election is also a Republican and vice versa for the Democrats. There have been many cases where this person is actually also part of the group working to elect one of the candidates.

Since Trump can't seem to poll above about 44% and Clinton seems to hover around 46-47% turnout is likely going to decide the election especially in the battleground states. So, I think we will see a replay of what we saw in Ohio in 2004. During that election between Bush and Kerry and it was very close and Ohio played a major role in the outcome. Since the state was Republican controlled we saw two things happen. First, at the last minute the person in charge of the election called up a bunch of precincts and told them there had been a rule change. In past elections you could vote at any precinct, they just had to call the one that was in your district and verify that you were on the voter roles and hadn't already voted. In the areas where there were likely to be a lot Democrats voting they were told they had to go to their exact precinct. So, a lot of people stood in line for 3-5 hours to vote only to then be told they had to go somewhere else and stand in line again. Why were they standing in line for 3-5 hours? Because of part 2 of the plan. In the Democrat-heavy areas, they got very few voting machines so there were very long lines. In the areas where they expected a heavy Republican turnout there were so many voting machines there were no lines at all and many of them even went unused. It was a textbook way of suppressing Democrat voters.

I won't be shocked to see something like this play out on both sides of the fence especially in places like Florida that are very close in the polls and could decide the winner.
