Reuters picked up the story from Interfax, the Russian government owned news agency, as it states in the article, and it quotes the Russian Deputy Foreign Minister Sergei Ryabkov.
So the story is being pushed by Russia if you disagree with the facts then you say Russia and USA are lying.
