The bills are created to take power from Cooper and they were created and passed within 2r HOURS without input from the public and due process.
1) One of the two bills merges the State Board of Elections and State Ethics Commission into one panel and prevents Cooper from putting a Democratic majority on the state elections board in 2017.
2) The second bill forces Cooper's Cabinet choices to face Senate confirmation by a hostile Republican dominated senate.
