I have no idea what you are sure for (maybe Wikipedia is your source of knowledge). The criminal situation in Moscow the same as in Berlin, for example, which is far safer than in the USA. On the other hand, we have Northern Caucasus region which is the same for us as Gaza Strip for Israel. With only one difference: Northern Caucasus is much bigger than Gaza Strip and we have a full-scale war against radical Islamists there. Is that a secret for you?
Course lots of people got killed there daily. And course it affects the overall homicide statistics for Russia. But believe me, the criminality in the rest of Russia is much lower than in the USA.

353 cases for a 15.5 million city flooded by immigrants and various scum from around the world. Dare to compare it with homicide stats in LA or in NYC (which is as twice smaller than Moscow) for example? Here you go:
