Closest thing to that is probably r18.com or dticash.com
Paxum will be hard to non-existent to find in Japan. Wires are possible with some shops but you'll have to be able to read and write Japanese to access their systems and deal with their programs.
Beware also of fake localization sites. It will be a waste of your time.
