Over the past sixty years the US has had the upper hand when it comes to such matters. We have our missiles and our military forces all around Russia, mostly in Europe. On the other hand, when Russia tried to put missiles in Cuba we made it rather difficult for them to it and they pulled out.
The United States has a huge advantage here. It's not like Russia can put missiles in Canada or Mexico any time in the near future.
