I'm not so sure.
I think he chose the more intimate moment and it didn't get buried by the more substantive inauguration speech.
He was able to look her right in the eye and lead a cheering Congress to give her a standing ovation.
If he had done it at the inauguration with thousands of supporters who don't like her...she may have been booed and it would have been disgraceful.
As it turned out, it was a very nice and classy moment.
