He can send in the FBI, DEA, ATF, US MARSHALLS, DOJ officials.............don't you guys remember how it's legal to grow weed in states but the feds can come right in and bust you. They just don't do it often. Then make any reason to do so, crossing state lines with guns, organised crime, drugs across state lines. A million statutes that give him that authority. The governor does not have to ask either.
