Manafort is being investigated by multiple agencies: the Central Intelligence Agency, National Security Agency, Federal Bureau of Investigation, Director of National Intelligence and the financial crimes unit of the Treasury Department.
They've already got him on something and he's been investigated by the FBI before.
Not sure if you've read this article, part of its about Trumps economic advisory council member who's the CEO of Federal Savings Bank and gave Manafort $6.6 million home equity loan that is more than the value of the house and represents 11% of the liabilities of the bank:

Also his son in law Jeffrey Yohai is his real estate business partner and is being sued for a real estate ponzi scheme. 4 of his property owning LLC'S here in California filed for bankruptcy.
All it takes is his daughter, a banker, his son in law, any one of them to flip and they all go down like dominos and Manafort flips on Trump to save his kids and himself.
Manafort does not have his shit together and one of his many homes went into forclosure last year.
