China has refused entry to North Korean exports of coal recently -- export coal is one of North Korea's few legitimate sources of foreign earnings.
The US Navy and its allies should embargo any exports of nuclear weapons or related technology by sea from NK -- that is also a significant source of illegitimate earning.
