Got e-mail from CCbill today and they told that is not against their rules. What about affilliates? Clips 4 sale model already made a huge traffic leak for affiliates. At some point, they will stop promoting these sites. I am the first one to do it.

I'm dropping programs that don't have their sites set-up with a unique separate ccbill-only tour link for its partners. Another good idea is to contact those program owners too and let them know your intentions if they don't follow the method used by other professional programs who do have unique ccbill-path tours that don't involve other pay methods.
I agree, ccbill acts lax/ non-proactively imo on 'guiding' program owners in giving optimum service to partners. I also wonder why they don't apparently have any policy in going after piracy sites that are stealing away paying customers from ccbill program sites since not only site owners and affiliate promoters are losing potential income, but also ccbill too.
