They've been doing the exact same thing since the end of the Korean War. Nothing is new. They've always made a lot of noise and threats, then got self-hating, Western pussy states to step in, beg them to calm down, draw up agreements with them, start giving them aid etc and when they finally get called out for never abiding by the agreements, the aid stopped flowing, the cycle repeated.
The ultimate threat for a poor, unstable country dependant on the support of others to make, is a nuclear attack. Now they are capable and are ready to step up their game to Nuclear Blackmail.
Nuclear Blackmail can't be taken seriously if you don't think there is a risk they'll launch nukes... hence, his behavior and threats. And yeah, it should have never gotten to this point. President Clinton was even drawing up plans to bomb them in the 90s to prevent this threat today.
