Google has to accept any DMCAs presented, just as any company does. For the vast majority of the stuff reported in Chaturbate's name, no action was taken by Google according to the Techdirt article.

I am not sure how to see the action taken in Lumen, you can filter by it I guess but back when it was chillingeffects.org the action taken was posted alongside each reported url.

So, if you have a link showing up as reported but that link still shows in Google then no action was taken.
