Real proxy servers use ips and AS netblocks
CIDR ranges usually will work.
use nicinfo, grep and ufw (or iptables, other firewalls)
pattern match the obvious
.htaccess solutions are not that effective and hard to maintain.
If you are not running payment processing let the processor handle this.
